pedestrian friendly?

Lately these signs have been popping up like weeds. Has the city finally become pedestrian friendly? Or did they just get a new sign making machine?

I started thinking about this today while walking on Third Street. Traffic was busy, as always, and I was waiting at the corner to cross. Cars stopped for me. It happened three times today. And a few times before today.

I could get use to this.
